Public Input There were no members of the public who wished to comment. Approval of Minutes – Meeting of October 26th, 2021 Dr. Randy Stovall asked the BPAC members to review the October 26th, Minutes. Mr. Gaynor made the motion to approve the minutes, Mr. Flaig seconded, minutes approved. REPORT ON MPO BOARD ACTIONS – December 9th, 2021 Action Items Pasco MPO-Project Prioritization Methodology Development MPO22-0011/ No Action Required. Mr. Mikyska reviewed the item, this item was on the agenda twice, discussed once. Mr. Mikyska spoke regarding the updated methodology that the MPO board previous discussed at the last MPO board meeting. Discussion with the attachments of both methods of scoring was explained with a scoring system for non motorized projects and motorized projects. This methodology was not to affect the county or local funds. Ms. Russo provided comments on the similarities of scoring projects on an equal comparison. Safety being the number priority. He noted that an updated version and projects that were scored would be brought to the committee. Regional Rapid Transit Study for US 19 MPO22-0035/No Action Required. Mr. Mikyska presented this presentation on the Tampa Bay Area Regional Transit Authority Regional Rapid Transit Study for US 19. Power Point Presentation. Discussion followed. Stare Road 51-Adair Road-Status Update MPO22-0046, Brief overview of the project was presented by MPO staff. -2- Page 5 of 32

The Commissioner Districts have been changed, review those changes by BPAC Members. Review Functions and Responsibilities under the BPAC By Laws, how would the BPAC incorporate this into the monthly agenda. BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS: Functions and Responsibilities The functions and responsibilities of the committee shall include, but are not limited to, the following major areas: 1. Bikeways Planning Assist the Metropolitan Planning Organization (MPO) in the development of comprehensive bicycle and pedestrian plans and projects for Pasco County. Propose policies for the development of bicycle and pedestrian system considerations. 2. Plan Review A periodic review of the bicycle and pedestrian plans and proposed amendments. Review the Countywide Regional Transportation Improvement Program for inclusion of Bicycle and pedestrian-related projects . 3. Plan Implementation Recommend bicycle and pedestrian priorities to the MPO in support of the plan for inclusion in State, County, or Local improvement programs. Recommend projects for inclusion in the MPO's annual list of Transportation Planning Programs (TIP) priority projects. Support other MPO programs and other bicycle/pedestrian initiatives such as: Transportation Alternatives (TA), Safe Routes to School (SRTS), and other funded programs. 4. Education and Coordination: Coordinate bicycle and pedestrian concerns and present them to the MPO. Assist in the promotion of bicycle and pedestrian enforcement of rules, regulations, and safety programs. Review current membership on vacancy and participation. Discuss how to promote and recruit new members. BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS: Membership: 1. The Bicycle/Pedestrian Advisory Committee (BPAC) was created by the MPO Board to serve as a vehicle by which public input can be solicited from the citizens of Pasco County, and to recommend and advise the MPO Board by reviewing, reacting to, and providing comments on bicycle and pedestrian planning issues and needs in support of the Comprehensive, Cooperative, and Continuing (3C) transportation planning process. a. The BPAC shall be composed of thirteen (13) appointed persons who have technical, professional, or personal interests in the provision of safe non-motorized transportation. The committee shall represent geographically diverse areas within the county to assure that a variety of issues are addressed. Each MPO Board voting member may appoint a BPAC member and up to one alternate to represent their area. BPAC members must be Pasco County residents, but do not have to reside in the district or municipality that they represent. Appointments by individual MPO Board members do not require action or confirmation by the entire MPO Board; however, any BPAC member may be removed by majority vote of the MPO Board or BPAC, with or without cause. The number of BPAC members appointed by the local governments of Pasco County is presented in Table 1, Government Membership. METROPOLITAN PLANNING ORGANIZATION BICYCLE/PEDESTRIAN ADVISORY COMMITTEE AGENDA MEMORANDUM COMMISSION DISTRICT: All FILE NO.: MPO22-0058 DATE: 1/26/2022 SUBJECT: Tri County Mobile Bicycle Map RECOMMENDED COMMITTEE ACTION: BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS: Presenter: Angela Ryan, Forward Pinellas. The Tri-County Tampa Bay region is comprised of many new and upcoming active transportation options. Staff at the Hillsborough MPO, Pasco County and Forward Pinellas have been collaborating on the development of an online tool to find bike lanes, multi-use trails, overpasses and parking areas for travelling within the region. Due to the growing active transportation network, cyclist have the option to take bike lanes and trails from one county to another. The intent of the new, “Tri-County Trails Map” is to provide information on main arterials for active transportation. The three agencies are developing a focus group to test the new online map and are asking for volunteers from each respective Bicycle Pedestrian Advisory Committee (BPAC). The intent of this focus group is to obtain feedback at the next Tri-County BPAC meeting in March on the map useability. A member from the Forward Pinellas staff will provide a tutorial using the online map and will provide information on how to submit comments during the focus group timeframe. Wheels are turning at Levy and Marion Counties (pun intended) and FL Parks has approved the route on all their trails. To the south, the Polk County TPO and Ft. Myers have approved route. The City of Punta Gorda will probably approve the route next week. Polk County is writing their approval letter as of this week. Hillsborough County has created draft text for a support resolution. All other agencies are engaged and moving forward, though obviously on their own timelines. USBR 15 is already designated in Florida north of Madison and into Georgia. The route within Pasco County is completely up to the county within the limits of it needed to connect with Marion and Hillsborough Counties with their agreement. If the route in the county connects with US 301 on the north and south ends, then no negotiation with those counties is needed. The draft route was created based on input from many riders over the years who have traversed this part of Florida and suggested where to ride. It is not chiseled in stone and can be modified as noted. We welcome that input. My question is how to proceed. If the BPAC has a route in mind, please forward it and I will update the map. If there needs to be discussion, then I'd be happy to engage in any way you deem appropriate. So the new trail segment would not need to be completed to be part of the route but would need to be actually under construction. If this is the case, it could be the route through Pasco County. However, if the new segment is still in the planning stages, then it cannot be part of the route. AASHTO expects that once a route is designated, it will be rideable on a bicycle at least very soon. I would say we have a 50/50 chance of making that happen because of how long it realistically takes to get each agency on board. At any time after that the route can (and should) be changed to reflect new facilities or other possible improvements. In this last submission cycle, FDOT realigned about 100 miles of USBR 90 in Florida to improve that route. FDOT is the agency that submits the USBR route approval application to AASHTO. USBR 15 currently only in southern Georgia (92 miles from Fitzgerald, GA) and northern Florida from the Georgia line to Madison (14 miles). Designating the additional portion of USBR 15 will add nearly 500 miles to the route. The route proposal supplied is just that; a proposal. Local agencies will be the ones who determine the final route as they are the ones who have to assure support for the route to FDOT. We are in discussions with all of the cities and counties along the route. The general route for USBR 15 in Florida is along the Gulf Coast before turning east to Homestead and USBR 1 along the Atlantic Coast. USBR 15 will eventually extend from near Rochester, NY on Lake Ontario to Homestead. We are currently working with West Virginia to designate their portion of the route and Georgia is working to extend their segment. There are a number of ways a route can be designated including maps (paper or Internet), signs, pavement markings, downloadable GPS coordinates, etc. The choice of roads for a US Bicycle Route is a tradeoff between low traffic, direct routing, access to services (bike shops, motels, campgrounds, etc.), access to points of interest, and scenic roads. The best route for a family weekend bike ride may not be the best route for someone on a multi-day long distance bicycle trip. Long distance bicycle tourists are experienced road riders and used to varying quality of road surface, absence of paved shoulders, and car and truck traffic. The number of cyclists who might use a given route is difficult to predict, but five to ten riders per day (1,000-2,000 per season) would be considered a significant increase in usage once a route is designated. A change in the route can be proposed to FDOT and they propose the change to AASHTO. AASHTO has accepted every new route and route change requested by state DOTs. Route changes can be made twice per year. Designating a USBR does not impose any constraints or restrictions on the use of a road, street, trail or right-of-way. It's current or future status or use for any other purpose is not changed. There is no requirement that roads for US Bicycle Routes meet the guidelines in the AASTHO Guide for Bicycle Facilities. This was explicitly considered and it has been written into the process that there are no specific requirements for road or trail standards.
