Operational Updates:

Building Inspections
   • The Zoning Board of Adjustments met on February 22, 2022. The homeowner on
      Frank Keasler Blvd. was granted a variance to allow for an 8-foot fence in the front
      yard for added privacy.
   • The Sign Control Board meeting, scheduled for February 24, 2022, was canceled
      due to inclement weather. The next meeting is scheduled for March 10, 2022. The
      commercial applicant, Navy Federal Credit Union, located at 280 W. Highway 67,
      is requesting approval for additional signs on the south and east elevations of the
      building.
   • A total of 1,749 single-family rental properties are registered to date; one property
      was registered since the last update. Sixteen inspections were completed since
      the previous update; thirteen passed, and three failed. The primary reason for the
      failures was a lack of access to the property (an inspection was scheduled, but no
      one was there to allow access). Six Residential Certificates of Occupancy have
      been issued since the last update. A total of 720 Certificates of Occupancy have
      been issued since the inception of the Single-Family Rental Registration Program.
   • Since the start of the active lien collection in 2019, $361,083.04 has been
      collected. $2,897.97 was collected since the last update, and a total of $9,913.17
      has been collected since January 1, 2022.

Street Division
   • Repaired 18 potholes throughout the city.
   • Repaired sidewalks at 302 Harrington.
   • Repaired utility cuts at 314 Silvercreek and 1239 Misty.
   • Installed ADA ramp at 302 Harrington.
   • Inspected 70 inlets and cleaned 32. Removed 2 cubic yards of trash and debris.
   • Provided traffic control for Duncan Switch.
   • Sanded streets between February 23-24, 2022, in response to the most recent
       winter weather event.

                           Sidewalk repair and ADA ramp at 302 Harrington.

Traffic Division
   • Pedestrian Crosswalk at Santa Fe & Wheatland – Work started last week.
       Completion of this project is expected on March 01, 2022.

Utilities Division
    • Water usage was 28.729 MG this reporting period, February 14-20, 2022, up from
        28.275 MG the previous week. The daily peak water demand occurred on Sunday,
        February 20, 2022, when 4.506 MG was used. There were 0.09 inches of
        precipitation this reporting period.
    • There was an estimated 350,000 gallons of water loss, 10 hydrants were flushed,
        and 0 valves were exercised.
    • There were 2 service line repairs, 1 hydrant repair, and 1 flushed line on Danieldale
        for samples.
    • Crews responded to 2 sewer calls, televised 365 feet of sewer lines, and cleaned
        5,550 feet of DA, DB, and DD sewer lines in the Fairmeadows Addition.

   •   Completed 30+ ROW locates for contractors and emergency locates for Atmos
       Energy.
   •   The Solid Waste Division received 10 scheduling questions, 1 trash, 2 bulk, 3
       brush, and 1 call center complaint. 6 recycle bins were distributed.

CIP Construction
   • Green Tree Lane Water & Wastewater Improvements – FM Utilities completed
      the final manhole transitions and placed sod. The topsoil for the sod and sod
      placement was installed incorrectly, and the contractor is prepping the topsoil
      and reinstalling the sod.

   •   E. Danieldale Road Reconstruction & Utility Improvements (Main St. to US-67) –
       Pavecon set up much of the rebar for the 12-foot trail on the northside of the road
       and poured a significant portion of the trail from US-67 to Sunrise Ln.
       Additionally, the subgrade was prepared for the last 400-feet of westbound lanes
       and the northbound lanes on S. Main St.

   •   Fire Station #1 – Staff and BRW Architects conducted a review of the 50%
       Construction Drawings on November 4, 2021. Staff met with the architects on
       December 30, 2021, and the 95% Construction Drawing review was held on
       February 17, 2022. The construction award is scheduled for Spring of
       2022. Construction completion is scheduled for Summer of 2023.

   •   Highway 67 Green Ribbon Construction Project – Work continues on the Green
       Ribbon Project. Construction commenced on October 11, 2021, with an expected
       completion scheduled to occur in April, 2022. In addition to site and irrigation
       improvements, the contractor commenced drilling piers for the Wintergreen Road
       monument. Planting is expected to occur in March, 2022.

Other Construction
   • ONCOR Line Work in the vicinity of Downtown District. ONCOR is planning
      electrical line upgrades along Daniel Street, Main Street, Center Street, Freeman
      Street, and Wheatland Road. The upgrades intend to improve the electrical
      system’s capacity in that area. Work is expected to start in Winter of 2022.

   •   ONCOR Transmission Line Work @ W. Camp Wisdom Road & N. Cedar Ridge –
       On July 29, 2021, staff met with ONCOR to discuss the upcoming project
       to replace transmission lines along Camp Wisdom Road. Starting from the
       substation on W. Camp Wisdom Road to N. Cedar Ridge Road, the transmission
       lines will relocate from the north side of the road to the median in order to
       prevent significant vegetation removal in front of the homes. This project is
       expected to start in Spring of 2022.

   •   TXDOT I-20 Construction Cockrell Hill Road to Hampton Road – TXDOT is
       planning to construct new service roads and ramps from Cockrell Hill Road in
       Duncanville to Hampton Road in Dallas to include new bridges across US-
       67. Following City Council Resolution in August, TXDOT is planning to relocate
       Cockrell Hill Road Texas U-Turn from the northeast side of the bridge (not desired)
       to the southwest side of the bridge (desired). The project was awarded at
       beginning of December. The Pre-construction Meeting with TXDOT and the
       Contractor was held on February 1, 2022. The contractor, Austin Bridge & Road,
       anticipates starting construction in April of 2022, with an estimated completion date
       of November, 2024.

CITY SECRETARY

   •   The 2022 City Officers election will be held Saturday, May 7th. Duncanville voters
       will go to the polls to elect the Mayor, and Councilmembers to represent Districts
       2 and 4 for the upcoming two-year term.

   •   All registered voters in the City of Duncanville may vote for Mayor. Residents of
       Districts 2 and 4 may vote for their respective candidates. Anyone not currently
       registered to vote has until April 7, 2022, to register in order to cast a ballot in the
       May 7th election. Voter registration applications may be obtained at City Hall or
       the Duncanville Public Library.

   •   Questions concerning voter registration should be directed to the Dallas County
       Voter Registration Department at (469) 627-8683. Additional information regarding
       the upcoming election may be obtained by contacting the City Secretary Kristin
       Downs at (972) 780-5017. Election details will also be available
       at www.duncanville.com.

   •   The City Secretary’s office has moved locations. We are now located in the West
       Wing of City Hall.

DEVELOPMENT SERVICES
Economic Development
  • Meeting with Parks & Recreation to discuss collaboration on future projects.
  • EDC participated in procurement training conducted by Finance.
  • Participated in the Vision 2030 strategic planning meeting with City Council on
     February 21.
  • Met with a local nonprofit to discuss possible collaboration opportunities.
  • Assisted local businesses with finding potential locations for their business.
  • Executive Staff meeting – deliberate on strategic goals for City.
  • Coordinate with BSW on Regional Job Fair.
  • Meeting with Desoto/Cedar Hill – Regional collaboration on Southern Gateway –
     City of Dallas Economic Development initiatives.

Planning & Zoning

Legislative Advocacy
   • Governor Abbott set a special May election date of May 7, 2022, for two
      constitutional amendments passed by the legislature during the 2021 special
      sessions.

           o Proposition Number 1
             A constitutional amendment authorizing the legislature to provide for the
             reduction of the amount of a limitation on the total amount of ad valorem
             taxes that may be imposed for general elementary and secondary public
             school purposes on the residence homestead of a person who is elderly or
             disabled to reflect any statutory reduction from the preceding tax year in the
             maximum compressed rate of the maintenance and operations taxes
             imposed for those purposes on the homestead.

           o Proposition Number 2
             A constitutional amendment increasing the amount of the residence
             homestead exemption from ad valorem taxation for public school purposes
             from $25,000 to $40,000. One point of interest for Texas cities: Under state
             law, county election administrators may refuse to provide election services
             by contract to cities and other political subdivisions for the May uniform
             election date in an even-numbered year due to the proximity of the May
             election to the primary runoff date and complications with providing
             sufficient election resources. However, because every county will be
             conducting May elections on the two above propositions, counties will likely
             be more amenable to assisting other political subdivisions on this date. In
             recognition of this unique situation, the secretary of state is strongly
             recommending that counties contract with political subdivisions to ensure
             uniform polling places for votes in May.

   •   Texas Attorney General Secured $1.167 Billion for Texas for Global Opioid
       Agreement

POLICE DEPARTMENT

TRAFFIC ENFORCEMENT

Between February 14–17, the traffic division conducted directed traffic enforcement on
W. Danieldale Road:

   •   Traffic Stops – 5
   •   Citations – 5
   •   Verbal warning – 1

PERSONNEL

   •   Recruit Officer Ralston Marshall is currently in the department’s in-service training
       and will be sworn in Friday, February 25, at 1:15 p.m. in the Council Chambers. All
       are invited to attend.
           o He will then begin his 17-week field training.
   •   Two officers, Officers Peterson and Goodwin, will graduate from field training at
       the end of February. Upon graduation they will be assigned a patrol shift and
       mentor training.
   •   Officer Banks is currently in field training and progressing well.
   •   Recruits Saul Vara and Brandon Dunn began the Dallas County Sheriff’s Office
       Police Academy on February 7, 2022, and are doing very well.
   •   With the above hires, we currently have six openings.
   •   Entry-level test is scheduled for March 19.
           o Training and Personnel will be attending two recruiting events next week:
             the Dallas Market Hall hiring expo on March 1, and the Sam Houston State
             hiring expo on March 2.
           o Please help us spread the word about our test.
   •   A civil service promotional exam to fill the position of Lieutenant vacated by
       Assistant Chief Stogner was administered on February 18, 2022.

FIRE DEPARTMENT

   •   The Fire Department responded to 119 calls for service in the past seven days,
       which included:

                     ▪   70 EMS calls
                     ▪   13 motor vehicle accidents
                     ▪   6 building fires (1 in Duncanville, 2 in DeSoto, and 3 in Cedar Hill)
                     ▪   3 trash fires in Duncanville

   •   Duncanville Fire Department responded to a report of a structure fire at 800 Link
       Building 18 on February 20, 2022, around 2:00 PM. When the first fire units
       arrived, they had smoke showing from the 16 unit multifamily structure, and
       within a few minutes, the fire was going through the roof. All units had smoke and
       water damage, and the west end of the building was uninhabitable. The fire was
       a second alarm that involved crews from Duncanville Police and Fire, Dallas,
       DeSoto, Cedar Hill, Grand Prairie, and Ovilla. Red Cross worked with residences
       to assist those involved with the fire. No injuries were reported. The Duncanville
       Fire Marshal is investigating the cause.

   •   The Department currently has three vacancies. Upon Chief Ryan’s resignation, we
       will start the promotional process to replace the EMS Division Chief. Once the
       promotional process is complete, the Department will have four vacancies. The
       Department is working with HR to schedule another Civil Service entrance exam.
       The Civil Service is scheduled for March 5, 2022.

PARKS AND RECREATION
Parks:
   • Due to inclement weather, the Pyburn Park sign rebuild was rescheduled by the
      contractor for March 2, 2022.
   • On Saturday, February 19, Keep Duncanville Beautiful hosted a Community
      Clean-Up at 627 W. Danieldale Road, also known as the Ladd property. A group
      of over 30 community volunteers made up of adults, students, and children
      assisted in this effort collecting over 65 bags of litter.
   • On February 26, the Keep Duncanville Beautiful Board will be conducting a
      Community Litter Index measuring observed litter in 25 sites around Duncanville.
      An overall community score will be generated based on observations of the board.
   • Interviews/application reviews are ongoing for the open positions of Irrigation Crew
      Leader and Parks Crew Leader. We are now short 4 full-time employees, which is
      25% of the Parks Division staff.

Fieldhouse:
   • Scheduling of Green gym shot clocks is waiting on the “Notice to Proceed.”
   • Scheduling the installation of Fieldhouse PA system is waiting on the “Notice to
      Proceed.”
   • Fieldhouse Blue Gym RFP bid – Contract was signed by the client on February
      15, 2022, and the City Manager signed this week.
   • Fieldhouse Phase II improvements status update:
      ▪ Light wall and temporary lighting around the Plaza - working with Olsen
         Electric for an alternative solution.
      ▪ We plan to use existing tables and chairs for the outdoor furniture.
      ▪ Plaza canopy and poles painting – completed.
      ▪ Light wall painting – completed.
      ▪ Finish the overlay on the fence wall – completed.
      ▪ Add one additional gate security plate – completed.
      ▪ Add additional security cameras – IT and Security partner.
   • Upcoming Events:
      ▪ BOSS Youth League: Fri. 6:00p.m – 9:00p.m. (3 courts).
      ▪ BlockSport Volleyball Tournament: Sat. 8:00a.m. – 7:00p.m., Sun. 7:00a.m. –
         5:00p.m. (9 nets) .
      ▪ Jr. NBA Youth Basketball League: Sun. 5:00p.m. – 10:00p.m. (3 courts).
      ▪ Masters League Pro-Am Basketball League: Sun. 5:00p.m. – 10:00p.m.
         (3 courts).

Senior Center:
  • Staff continues to routinely sanitize the facility and equipment.
  • The Senior Center continues to offer curbside meal pickup, deliveries, and dine-
      in. For more information, contact the Senior Center at 972-707-3864.
  • Meal Update: DAAA – Breakfast (only) for seniors has been temporarily canceled
      due to the lack of federal funds. DAAA has informed the center they anticipate
      additional funding becoming available soon to offer the breakfast meals again.
      Seniors looking for additional meals are being referred to DAAA for individual
      assistance if needed, as well as area food banks and mobile food pantries. This
      does not affect the lunch meal program.
  • On Monday, February 21, DAAA, in partnership with Community Council of
      Greater Dallas, did a presentation on balance. This event focused on falls and how
      to prevent and reduce falls along with improving strength and balance. The
      purpose of this presentation was to gain interest in the Matter of Balance class that
      will begin once we have at least 10 participants.
  • VNA donated gift bags to our seniors. Included in the gift bags were masks, hand
      sanitizer, a small first aid kit and a package of wipes, as well as a placemat that
      was handmade by quilters from Holy Trinity Episcopal Church. These bags were
      distributed along with Tuesday’s meals.

                             2022-02-21 Presentation on Matter of Balance

Recreation Center:
  • Staff continues to routinely sanitize the facility and equipment.
  • Karate, Cheerleading, Zumba, Sidesteppers, and Jazzercise are all classes
     available now for members of the community.
  • Daddy Daughter Dance: Cinderella Gala
     Our annual Daddy Daughter Dance was a great success. Thank you to the 110
     participants who joined us for food, music, dancing, and games. Daughters were
     able to take photos with their dads and have artwork drawn on their hands and
     wrists from a Henna artist. The event included an enchanted walkway and a queen
     who greeted all princesses and daddies.

        Website Redesign Updates
    The DuncanvilleFieldhouse.com design proof

    •    The migration document, an Excel file that lists each webpage title and the associated link on
         Duncanville.com, is 70-80% complete. Due to the new website's changed organizational
         structure, this process is time-consuming due to the level of detail needed to ensure that all
         content is accounted for and will move to a new home during migration.
    •    The DuncanvilleFieldhouse.com migration document is the next priority after completing the
         more complex one for Duncanville.com.
    •    The DuncanvilleFieldhouse.com theme proof has been approved. The goal of this design was to
         expand the Fieldhouse's presence on the web and showcase it as a venue for sports and more.
    •    I.T. is working with Intrado, the new website’s design and hosting company, on some backend
         functionality for both websites.
