MISSION STATEMENT
The National Federation of State High School Associations (NFHS) serves its members
by providing leadership for the administration of education-based high school ath-
letics and activities through the writing of playing rules that emphasize health and
safety, educational programs that develop leaders, and administrative support to in-
crease participation opportunities and promote sportsmanship.
The National Federation of State High School Associations is pleased to offer the
publications and other products available in this year’s catalog.
NFHS playing rules, available in 17 sports, govern virtually all high school athletic
competition in the United States. This catalog explains how to obtain NFHS publica-
tions and other products that are available to school groups, community organiza-
tions and the general public.
The NFHS membership and headquarters staff firmly believe that interscholastic ac-
tivities programs are essential to the school curricula. Interscholastic activities are lab-
oratory courses in human relations as well as physical and emotional development.
They are, in essence “An Integral Part of Education.”

RULES
Publications
RULES BOOKS published by the National Federation of State High School
Associations contain the official rules for high school sports. These books are
designed to explain all aspects of the game. They are used by coaches, officials,
players and many fans who wish to know more about the rules of the game.
CASE BOOKS are published separately in baseball, basketball, football, soft-
ball, and track and field and are a supplement to the rules books. These books
contain actual play situations.
OFFICIALS MANUALS have been developed in baseball, basketball, foot-
ball, softball, and track and field. These manuals are directed specifically to
those who wish to enter the field of officiating or to those who wish to improve
their competence.
CASE BOOKS AND MANUALS are published as a combination book of the
case book and officials manual. They are printed for the sports of volleyball and
wrestling.
SPORTS HANDBOOKS in basketball and football have been developed for
use by players, coaches, officials and others interested in the game. They in-
clude brief histories of the games, procedures followed in developing the rules
and an emphasis on the philosophy of the rules committees. The football hand-
book also includes the rules for flag football and touch football.
RULES SIMPLIFIED AND ILLUSTRATED for baseball, basketball, football
and softball are published annually. These books make use of diagrams to
clearly explain situations that might otherwise be difficult to comprehend.
RULES BY TOPIC are now available in baseball, basketball, football and soft-
ball. These books look at the toughest rules and organize the rules by category,
providing officials, umpires and others with support information to better un-
derstand – and apply – the rules.

LINEUP SHEETS are printed on 3-part NCR and sold
in sets of 100. They are 3½” x 10” in size and have
room for 10 starters and their substitutes, as well as
spots for seven additional roster players. The last sheet
of the 3-part NCR is made of a stiff material that allows
one to easily write on the lineup.

State High School Associations (NFHS) and the National Intercollegiate Soc-
cer Officials Association (NISOA). This DVD covers the rules changes in soccer

SCOREBOOKS The NFHS scorebooks are specifically designed for high school
use. They are comprehensive in scope, but simple to use. They feature easy-to-
follow scoring instructions and are designed to be practical and functional.
Each scorebook contains enough sheets for a typical regular-season schedule
of games or meets and a full roster of competitors. After each game, insert
the important statistics in the colored SEASON LOG section included in the
back of each scorebook. This will provide a visual barometer of team and in-
dividual performances. Each scorebook has a hard-back cover with a spiral
binding to take the wear and tear of a long season.

cover various aspects of rules for sports in which the NFHS writes rules. The
PowerPoint covers the current year’s rules revisions, editorial changes, rules
reminders and points of emphasis that will be incorporated into the next pub-

RISK MANAGEMENT DVD
This Risk Management DVD consists of two videos that stress the impor-
tance of minimizing risk in high school sports. The first video, which is six min-
utes in length, is directed toward parents and students. This video discusses the
importance of taking responsibility for one’s own safety by communicating
with coaches and administrators. The second video, which is 15 minutes in
length, is directed toward administrators and coaches. This video focuses on
the 14 duties, or general areas of concern, administrators and coaches must
consider when working with high school sports.

PROMOTING ACTIVITY PROGRAMS
HIGH SCHOOL ACTIVITIES – A COMMUNITY INVESTMENT IN AMER-
ICA This PowerPoint presentation documents the values and benefits of high
school athletic and activity programs. The interactive CD-ROM contains a Pow-
erPoint presentation with a voice-over narration that can be turned off to en-
able the presenter to read the script in person. It also includes buttons that
take you immediately to the various "chapters" of the presentation, a page
that lists the individual slides, and a link to both the bibliography page and the
NFHS website. The script provides compelling evidence and reasoning of the
value of athletic and activity programs. This remarkable multi-media presen-
tation depicts the emotional impact high school activities have on participants,

HIGH SCHOOL ATHLETICS: A GAME PLAN FOR LIFE There are a number
of “feel good” videos about high school athletics currently on the market, but
none as emotionally charged as this one. This 4-minute production captures
the essence of high school athletics with fast-paced sports action, high energy
music and special graphics. It opened the 1998 National Conference of High
School Directors of Athletics in Las Vegas and received an overwhelming re-
sponse. If you are looking for a piece that spotlights high school athletics and
its values, then this video is a must. As with other NFHS videos, it is ideal for
opening athletic banquets, booster club meetings, assemblies, civic club meet-

HEART OF A CHAMPION VIDEO This 3-minute video features high school
students participating in a variety of interscholastic sports. Accompanied by a
female voiceover narration which reinforces the values of education-based

LEARNING WHILE LEADING This 28-page
publication serves as a tool to better position
high school students and other school activity
participants to be productive members of soci-
ety. This program should be used as a blueprint
to instill a greater sense of ownership within
their school and community. Mentoring is not a
new concept, but when it is positively activated,
having a positive mentor can provide real-life
examples and practical advice on which to base
decisions, goals and future plans. By creating and participating in a mentor-
ing program, students will better transition from middle/junior high school to
high school, be better equipped for life beyond high school, and understand
what it means to be an invested citizen within their school, community, state

SPORTSMANSHIP
SPORTSMANSHIP. IT’S UP TO YOU ™ TOOLKIT This initiative is designed
to improve sportsmanship in schools and in the community. Sportsmanship is
an issue that affects everyone and is everyone’s responsibility. The “Sports-
manship. It’s up to you. ™” campaign is based on respect and involves per-
sonal responsibility. It starts with a mindset and ends with behavioral choices.
In this kit you will find the necessary information and media resources to im-
plement a successful sportsmanship awareness and improvement program in
your school. The campaign is delivered on two DVDs. The Resource DVD con-
tains the implementation guide (pdf), overview video, motivational video to
share with students and community, various posters (that you can customize
with your school mascot and state association logo), live-read scripts for
game/school announcements, various radio spots, Student Pledge Card (print-
able pdf), a logo/photo library, and campaign guidelines. The Presentation DVD
is to be used when presenting to a large audience. This disc houses full-screen,

NFHS COACH’S MANUAL FOR SPEECH AND DEBATE This resource is de-
signed to assist speech and debate coaches or directors in dealing with the nu-
merous responsibilities that come with the job. Developed specifically for the
beginning forensics coach, it includes information on recruiting and develop-
ing a squad, coaching and practice techniques and strategies, contest de-
