EXECUTIVE SUMMARY
1. PMO is implementing the Pehur High Level Canal Extension Project with the financial
assistance from Asian Development Bank (ADB). The project aims to increase agriculture
productivity and farm income through bringing rain-fed land under sustainable regular canal irrigation
system and to improve the capacity of beneficiaries for efficient use of water and agriculture. The
project has been divided into three lots for construction purposes; therefore, three (3) separate
LARPs (lot-wise) were prepared and approved by ADB in April and May 2019.
2. Implementation of LAPRs is monitored internally by the PMO and semi-annual Internal
Monitoring Reports are shared with ADB. This semi-annual internal monitoring report covering LARP
implementation progress for the period from Jan 2021 to June 2021 of PHLCE project. The LARP
implementation and monitoring constraints faced due to Covid-19 pandemic and frequent strikes by
the land revenue department staff which caused delays in retrieval of compensation payment record
and sluggish progress in issuance of corrigendum under various Section of the Land Acquisition Act
in various mouzas/ villages by the respective land acquisition collector/ District Land Revenue
Officer. In spite of encountered hurdles, exhaustive efforts have been continued by the PMO and
PIC staff, who approached the remaining unpaid APs/ DPs, facilitated DPs in resolution of
impediments as well as in processing of claims and documented the statements for DPs having
legal and administrative impediments. The detail of unpaid DPs having impediments with scanned
copies of documents recorded are available with this report as at Appendix-1, 2 & 3, while some
sample copies are annexed at end of the report.
3. The field staff of PMO and PIC thoroughly supported the revenue department staff to expedite
the disbursement of compensation to the APs/ DPs. The field data for LARP 1, 2 & 3 are collected
by PMO/ PIC field staff and prepared all the requisite documents about legal impediments of unpaid
APs/ DPs. To accelerate the progress of disbursement of compensation, PMO and PIC staff
conducted consultation meetings and awareness campaign repeatedly to outreach the APs/DPs and
local communities in all affected mouzas and such consultation meetings were recorded as activity
reports. A scanned copy of such activity report is added as Annex-4. Announcement in each village
masjid were made for disbursement of all sorts of compensation amounts. In the Jumma prayers
announcements were repeated. Banners were displayed at prominent places in the village/ mouzas.
Advertisements on radio were transmitted advising APs/ DPs for receiving compensation amount
from the concern tehsil revenue department. Since issuance of the corrigendum notification under
various provisions of LAA in certain mouzas is a time consuming job, therefore, in the previous MTR
mission of ADB it was decided that this semi-annual monitoring report for January-June 2021 is
prepared for confirming full implementation of LARP1 implementation and seek further clearance of
sections in the mouzas/ structures not effected by the pending corrigendum. The mouza, structure
and RD wise compensation payment details with status of LARP implementation shown as linear
map have been given at Annexure-1 for all three lots.
4. By end of June, 2021 an amount of PKR 1004.28 million (62.66%) of total amount of land
compensation payable PKR 1,602.85 million has been disbursed to 12,855 (49.67 %) out of total

25,882 APs (principal acquaintance roll and inheritance mutation so far) for land compensation of
219 (62.83 %) out of total 348.56 acres in all the 25 mouzas (villages) of PHLCE project. Similarly,
655 (63.84%) out of the total 1026 APs received 18.46 (71.1%) out of total 25.97 million crop
compensation amount of 219.78 acres crop land in the entire mouzas of the project. Accordingly, 40
(35.40%) out of total 113 APs (so far) have received an amount of 1.47 (47.73%) out of total 3.08
million of trees compensation. The structure compensation amount have also been received by 9
(56 %) out of total 16 DPs amounting 5.4 (77.2%) out of total 6.95 million in the affected mouzas of
project. Overall status of disbursement of LARP (land and non-land assets compensation and
allowances) lot, mouza/ village and structure wise detail have been given at Annexure-2 for lot-1, 2
and 3 respectively.
5. The PMO is committed to complete the implementation process of LARP in the entire project.
On the basis of LARP implementation progress achieved in the reporting period the PMO requested
the ERM to validate the compensation and allowances of those paid to APs/ DPs and showing in
green RDs (mouza and structure wise) and documented all exhausted efforts to outreach unpaid
APs/ DPs having legal and administrative impediments in all three lots till June 2021. The following
summarized table ES-1map shows, mouza wise sections/ Running Distances (RDs) in grey colour
which had been cleared and allowed for construction based on ERM validation in 1st EMR; the
sections/ RDs shown in green colour where LARP implementation has been completed during the
monitoring period; and the sections/ RDs in red colour are those where corrigendum notifications
are still pending. The sections/ RDs shown in green in Table ES-1 below for each lot are requested
for clearance, while the RDs shown in red with pending corrigendum notifications under LAA 1894
will remain on hold until land acquisition process under law is completed and full implementation of
Updated or Addendum LARP (if so needed) is confirmed.

6. The findings of the IMR revealed that compensation payments of 2,628 unpaid APs/ DPs in
lot-1, 4,370 APs/ DPs in lot-2 and 4,266 APs/ DPs in lot-3 are impeded due to various reasons like
dispute/ court cases, APs working abroad, APs out of city but working in Pakistan, inheritance
mutation issue, meager amount compensation, APs out of city and untraceable, APs Juvenile/
lacking of CNIC, APs name need correction (Fard-e-Badar) and APs mentally retarded. Detail lot
wise scan copies of impediments are provided as at Appendix- 1, 2 and 3. While some sample
copies of recorded documents for APs having legal/administrative impediments are attached as

Annex-3. Based on achieved LARP implementation progress it is confirmed that the all payable
DPs are fully compensated and there is no unpaid DPs in section shown as grey and green in above
table ES-1 except those having valid legal and administrative impediments.
7. The safeguard management set-up at PMO is responsible for regular coordination meeting,
approaching concerned tehsils offices of district Swabi to accelerate LARP implementation progress
for disbursement of payment of land and non-land assets, issuances of pending corrigendum,
ensuring availability of LARP fund at the district treasury, close liaison with unpaid APs/ DPs,
resolving of grievances of APs/ DPs, maintaining all sorts of LARP related record and preparation
and submission of regular reports to ADB. The SM team headed by Director Social & Environment
responsible for implementation of LARP supported are Deputy Director Environment, Deputy
Director Resettlement, Deputy Collector Revenue/ land acquisition, Monitoring and Evaluation
Specialist, Zilladar revenue/ land acquisition, Patwaris and team of social organizers.
8. In order to expedite the LARP implementation process, Project Management Office (PMO)
has disseminated LARP related information to all concerned APs/ DPs which include but not limited
to; Installation of banners at public offices such as DC office, Tehsildar’s offices, Nazim offices and
other public places like Masjid’s and Hujra’s of notable’s in the project area. Under exhaustive efforts,
the PMO produced information related to LARP implementation through print media i.e. local and
national newspapers for awareness of public to receive their compensation. PMO has made a latest
attempt to inform the APs/DPs to receive their compensations through installation of around 16 Bill
Boards, 25 banners covering each mouza, posters are displayed at main mosques of the targeted
mouza’s and concerned tehsil offices. Moreover, the PMO has ensured announcements through
loud speakers on regular basis for the information of APs/ DPs regarding their compensations on
their door steps. Awareness among the APs/ DPs regarding LARP has been made through television
and radio Pakistan. Project Director (PD) PHLCE and DC Swabi, recorded their interviews with radio
Pakistan which were broadcasted. PMO, SM team along with the revenue department staff is
regularly visiting all the mouza’s under Lot-1, 2 and 3 for the purpose of disbursements. All such
consultation visits/activities are recorded that include the attendees list and key issues/concerns
discussed and actions taken and/or suggested for follow-up. Further, to facilitate the APs/ DPs and
revenue department in processing and payment of compensation, PMO and PIC staff intimate/
provides acquaintance roll serial number to APs in advance and assist them to get requisite claim
processing documents and opening of bank accounts even to help expeditious disbursement. The
attendance sheets and daily meeting minutes with APs/ DPs attached at Annexure-4.
9. For smooth implementation of project activities, the PHLCE Project Steering Committee
meeting under the chairmanship of Additional Chief Secretary, Khyber Pakhtunkhwa was held on
21-12-2020 and Deputy Commissioner Swabi, was directed to ensure disbursement of land
compensation on fast tracking by issuing the pending corrigendum and disburse the meager
compensation amount to the unpaid APs/ DPs. The minutes of meeting and attendance sheet of
PSC, DC Swabi/ ADC and district administration has given at Annexure-5.
10. Similarly, PMO is responsible for payments of allowances such as additional crop, severity,
vulnerability and livelihood etc. An allowances disbursement committee has been constituted at
PMO under the chairmanship of Director social and environment. The committee members keenly
examine every single case with assistance of PMO field staff in order to ascertain the required

information for considering any individual for a particular allowance. The PMO staff after completing
all the verifications out in the field, submit its report to the committee and then the vouchers are
accordingly signed. As soon as the committee completes its review and signed the cases, cheques
are issued to the eligible APs/ DPs for onward payment. The notification of the committee for
allowances attached at Annexure-6.
11. For institutional arrangement the project GRM is fully operational, notification attached at
Annexure 7. All the APs/ DPs and local community are fully informed on project based GRC
available to them through individual meetings and regular community consultation meetings in each
mouzas of lot. At present, total 53 complaints/ application have been received and recorded so far.
The complaints included demands for adjustment in design alignment, provision of outlets and
crossing facilities and concerns related to land acquisition issues and compensation awarded.
Nature of complaints and their status are tabulated in tables 5.4 in chapter 5 of the report. Almost
all the complaints have been responded by the GRC. Out of 53 recorded complaints 29 were about
awarded land compensation, which have been referred to the referee court through district revenue
offices. Other, 9 applications are actually demands for providing water for their lands which are not
command able from the canal system due to its elevation/ location. These were referred to
consultants’ design team for on ground verification who reported and clarified to the applicants that
their land are uncommendable due higher elevation from the canal infrastructure which is designed
at gravity flow system. Another 19 complaints were regarding adjustment of design alignment of
canals traversing through their lands and dividing their land parcels, of which 18 applicants were
satisfied with the technical clarification and explanation shared with them during site visit and
discussions by the technical staff of the PMO and PIC. The only unresolved one complaint is one of
Mr. Farman, who has approached OSPF as well. The OSPF team engaged the complainant and
after multiple meetings and consultation a MOU had been drafted and shared with the complainant
for signoff by the OSPF, but despite repeated follow-up visits of ADB’s OSPF and project team, the
complainant is disinclined to accept and signoff the MOU. Nonetheless coordinated efforts have
been ensured by the PMO and ADB’s OSPF but this particular complaint is still resolved mainly due
to changing demands and stubborn attitude of the complaint. During reporting period, close liaison
was maintained with the complainants and they were informed with the updated status of their

1 INTRODUCTION
1.1 Project Background
1. Islamic Republic of Pakistan has received a loan for “Pehur High Level Canal Extension
Project”, from Asian Development Bank (ADB) loan No. 3470 PAK with the cost of US$ 96.61
including counterpart fund of 10.20 Million for construction. The project is executed by Government
of Khyber Pakhtunkhwa, Irrigation Department (GoKPID). This is the semi-annual internal monitoring
report on LARP Implementation for the period from January 1st 2021 to 30th June 2021 of PHLCE
Project. The progress of disbursement of land and non-land compensation etc. remain low due to
Covid-19 pandemic, frequent strikes of revenue department staff and non-issuance of corrigendum
and u/s-4 of land acquisitions in various mouzas, yet exhaustive efforts have been made by the PMO
and PIC staff and approached the remaining unpaid APs/ DPs and documented accordingly.
Additionally, since issuing of the corrigendum and u/s-4 of LAA in certain mouzas is a time consuming
job, therefore, the MTR mission of ADB agreed (Para No. 4 of Aide Memoire issued of MTR Nov-Dec
2020) to consider IMR for further clearance in the remaining mouzas/ structures. Furthermore, the
ADB's mission visited to Swabi in the case of complainant Mr. Farman on March 12, 2021, where the
issue was discussed in-depth and the decision regarding IMR submission reflected in the MTR
mission Aide Memoire was endorsed.
2. The Khyber Pakhtunkhwa Irrigation Department (KPID) is the executing agency (EA) and
implementing agency (IA) for the construction of canal infrastructure i.e., PHLCE output-1. The other
IA is the Provincial Agriculture Department (KPAD)/ Director General On-Farm Water Management
(OFWM) for their respective component output-2 of the project. The project management office
(PMO) was established in June 2017 at Irrigation House Gohati, Swabi to manage all the project
activities associated with LARP. The PMO is headed by a Project Director responsible for execution
and implementation of LARP and also to ensure the availability of funds for LARP’s implementation.
The Project Director PMO, with the assistance of Director Social & Environment, Deputy Director
Resettlement and other staff is responsible for the timely updating, implementation and monitoring of
LAR activities.
3. PHLCE Project is classified as category “A” because the involuntary resettlement impact of
ADB supported project are considered significant as more than 200 persons are experiencing major
impact i.e., losing 10 % or more of their productive assets.
1.2 Project Objectives
4. The Project aims to increase farm and non-farm incomes of households engaged in
agriculture mainly in Swabi District of Khyber Pakhtunkhwa Province. The indicative outcome of the
investment project is to increase agriculture productivity and farm incomes. The project will create a
new irrigation system to enhance agricultural production in 7,930 hectors in Swabi district of Khyber
Pakhtunkhwa Province. The project will also enhance the crop intensity by 166%, improve crop yield
and increase farm-related income and directly benefited over 15,000 rural poor people. The Project
has the following two major objectives to achieve:
Bring rain-fed areas of Janda Boka and Indus Ambar under sustainable regular canal irrigation
system; and,
Improve the capacity of beneficiaries to efficiently use water and agriculture.

1.3 Project Description
5. The Project is an extension to the command area of PHLC off taking from the Gandaf Tunnel
which conveys irrigation water from Tarbela Reservoir. Provision of water allocation for the areas of
Janda Boka, Indus and Ambar Lift Irrigation Scheme were made in the design of PHLC. But for
multiple reasons these lift irrigation schemes could not be constructed at that time. Now with increase
in minimum operating level of Turbela dam from 402 m to 422 m irrigation of these high contour areas
become possible through gravity flow hence PHLCE Project is taken in hand. The project has been
divided into three lots for construction purpose; therefore, three (3) separate LARPs (lot-wise) were
prepared and approved by ADB in April and May 2019. More information on the project lots, mouzas,
RD wise structures length, acquired land and number of APs/ DPs has been summarized below in
Table 1.1.

1.3.1 Lot-01: Janda Boka Pressure Pipeline and Irrigation System
6. The LARP was prepared based on approved project design and alignment of the canal
network and pressure pipeline and associated structures. Lot-1 of the project comprises of Pressure
Pipe, Main Canal and three (03) Minors canal with cumulated length 14.73 km. Janda Boka Pressure
Pipe originates from Gandaf tunnel. Main canal and Minor canal 1 off takes from the Pressure Pipe
while minor canals 2 & 3 off take from the Main Canal. According to final detailed engineering design
lot-1 covers Command area of 1,413 ha (3,492 acres). A land of 592.85 kanal has been acquired for
the irrigation infrastructure of Lot-1. It is pertinent to mentioned that as per approved LARP the actual
quantum of land to be acquired for lot-1 was 498.30. While the land collector under section-11 has
awarded 592.85 kanal against the requirements. The issue was taken up with the land collector who
demanded establishment of boundary pillars on the entire alignment of structures. In January 2020
these boundary pillars were established and the revenue staff accordingly corrected their record. The
additional amount paid for the additional area will be adjusted on decisions of appeals made to district
land collector against the price and nature of land in various Mouzas. Hence, the LAR impacts remain
unchanged. Location map of the Janda Boka area (Lot-1) is annexed as Figure 1.1.
1.3.2 Lot-02: Indus Ambar Pressure Pipeline
7. Pressure Pipeline for Indus and Ambar area is the largest component of the Project
representing as Lot-2. It originates from Gandaf tunnel at RD 0+000 mouza Maini Sharqi and
terminates at mouza Shah Mansoor, RD 24+800. The entire lot-2 comprises 25.6 km pressure
pipeline in length and comprise main Indus Ambar and Mian Dheri pressure pipeline. The entire Indus
Ambar pressure pipe is a steel pipe designed for the requisite pressure. This pressure pipe is enclave
in 1 ft. thick RCC as an additional protection. A land of 1015.31 kanal has been acquired for the
construction of pressure pipe of lot-2. The land quantum to be acquired as per LARP-2 was 917
kanals. The action taken on the issue is similar to that of LARP-1 elaborated in para 6. The pressure
pipe crosses main roads like Swabi Jehangira road and Topi Swabi road beside a number of local
roads. The pressure pipe also crosses a number of nullah and canals including Kundal and Badrai
khwars beside many water course crossings. The depth of pressure pipe at these crossing is
increased and surface is protected by rip-rap stone pitching to safeguard against scour potential at
RD 15+570 km of the pressure pipe an outlet is provided to irrigate 265 ha of rain-fed lands of Mian
Dheri. Location map of Indus Ambar Pressure Pipeline (lot-2) is annexes at Figure 1.2.
1.3.3 Lot-03: Indus and Ambar Irrigation System
8. Lot-3 comprises of a Main Canal, 2 Distributaries and 7 Minors canal having a cumulated
length of 37.4 km. Main canal emanate from the out fall structure of Indus Ambar pressure pipe in
mouza Shah Mansoor RD 0+000 crosses different mouzas and ends at mouza Shah Mansoor RD
37+430. Main Canal-01, Minor canal-01 and two distributaries canals are off-taking directly from the
outlet-2 pond, whereas the minor canals 2 to 7 are off-taking from the main and distributaries canals.
All the canals are gated control from the outlet pond. Similarly, the minor canals from distributaries
are also gated control. A land of 1180.30 kanal has been acquired for irrigation infrastructure of lot-3
under the award notification. The land quantum quoted in LARP-3 is 1178.57 kanals. The action
taken on the issue is similar to that of LARP-I elaborated in para 6. Location map of Indus and Ambar
Irrigation System (Lot-3) is presented as annexes at Figure 1.3.

2 NEED FOR INTERNAL MONITORING REPORT OF LARP IMPLEMENTATION
2.1 Internal Monitoring Requirements of LARPs
9. LARP implementation activities under the Project are subject to both internal and external
monitoring. PMO (KPID), with the assistance of PIC, is responsible for internal monitoring of
resettlement activities. Internal monitoring is conducted on quarterly basis and this is semi-annual
internal monitoring report of LARP implementation for the period from 1st January 2021 to 30th June
2021 of PHLCE project. The progress of disbursement of land and non-land compensation etc.
remain low due to Covid-19 pandemic, frequent strikes of revenue department staff and non-issuance
of corrigendum and u/s-4 of land acquisitions in various mouzas, yet exhaustive efforts have been

10. PMO (KPID) has engaged the services of an External Resettlement Monitor (ERM) through
PIC for external monitoring of PHLCE project. On the validation of ERM on QIMR No. 5 (Jan-June
2020) ADB issued NOC for NTP to contractors for about 57 % of length of canal system in October
2020. In this IMR further clearance of canal lengths is being sought for the remaining sections of
mouzas in all the three lots (see at Annexure-1).
2.2 Objectives of the Internal Monitoring Report
11. This internal monitoring report presents the safeguards management progress achieved,
coordination and consultations efforts carried out to mobilize and assist the APs/ DPs for receiving
payment of compensation and redress their grievances. It summarizes the progress on following
aspects:
Delivery of compensation for assets and entitled allowances.
Collection of APs data and preparation of LAR database.
LAR issues and progress.
Activities and actions for the compensation of payment to the APs/ DPs with which efforts
were implemented by recording additional documentation as required under ADB’s guidance
notes of handling of compensation cases with legal and administrative impediments.
Community consultation and information dissemination activities performed for compensation
disbursement and assessment on achievement of LARP objectives.
Updates on recording, and handling of grievances; and
Employment data of APs and local community who got opportunity in the construction work.
2.3 Monitoring Indicators
12. Specific monitoring benchmarks are based on the approved LARP and cover the following:
Mouza (village)/ area wise disbursement of compensation and status of land acquisition in all
three lots of PHLCE project;

Information campaign and consultation with APs;
Status of land acquisition and payments on land compensation;
Status of crop, trees, structures compensation;
Status of payment for all admissible allowances;
Income restoration activities; and
Ensure gender mitigation measures (complaints/grievances) in the LARP are adhered
during the quarterly monitoring and reporting process.

13. As per LARP, the compensation for land and above land assets awarded under LAA 1894
was deposited in district treasury at disposal of land acquisition collector (LAC) assigned by the Land
Revenue Department in the District for completing land acquisition process and disbursement of
awarded compensation. While assessed amount for delivery of entitled allowances was provided in
project account for its disbursement by the PMO, PHLCP directly. Disbursement of land and non-
land compensation awarded under law commenced in October 2019 by the land acquisition collector
in district revenue department. While all the allowances mentioned to be paid by PMO were
dependent upon the disbursement of land compensation by district revenue staff, so it followed the
land compensation payment by the LAC. Over 98 % of allowances have been disbursed by EA to the
APs/ DPs who have received land compensation from LAC office, however the land compensation is
received by 50% DPs so for because remaining unpaid DPs are not showing-up with valid claim due
to recorded legal and administrative impediments including, pending inheritance mutations, juvenile
or lunatics unable to delineate the acquired land, absentee land owner DPs not living in the project
area and DPs disinterested to collect meager compensation amounts.
3.1 LARP implementation and Monitoring Set-up
14. Nonetheless, the safeguards management set-up placed in the PMO PHLCP as responsible
entity for timely and smooth implementation of LARP for PHLCP. under supervision of the Director
Social & Environment kept a close liaison with the LAC, district land revenue offices and the DPs to
facilitate them in processing of compensation claims and deliver compensation at door steps of the
displaced person. The safeguards set-up of PMO headed by Director Social & Environment include
Deputy Director Environment and Resettlement, Resettlement Specialist, Deputy Collector Revenue
Monitoring and Evaluation Specialist, Zilladar revenue with a team of Patwaris and social organizers.
In addition, the Land Acquisition Collector from District Land Revenue Department with land revenue
staff is supporting PMO in land acquisition and payment of awarded compensation under LAA 1894.
Meanwhile for improved coordination among line departments Project Steering committee is
established and functional at P&D level.
15. At project level, the compensation disbursement committee and grievance redress
committees are operationalized for disbursement of entitled allowance and redressing grievances of
affected communities. The LARP implementation is internally monitored by the safeguards unit in
PMO and an External Monitor is engaged to review and validate the monitoring progress and deliver
external monitoring reports semi-annually. The sub-section below summarizes LARP implementation
and sites handing over approach followed and compensation payment progress achieved for all three
lots during the extended monitoring period (i.e. January 2021-June 2021), while the subsequent
chapter 4 illustrate lot wise implementation details separately.
3.2 Section wise LARP implementation and handing over of sites
16. The PMO, in consultation with ADB project team adopted section wise LARP implementation
approach to facilitate handing over of sections/sites for construction where full implementation of
LARP is completed and validated by the External Monitor in parallel with implementation of LARP in
other sections/sites. So, the project canal system was segmented RD wise and Mouza wise for LARP
implementation and handing over of sites. Accordingly, resources were focused to complete
disbursement of compensation and documenting all unpaid DPs having impediments to confirm
implementation of LARP in selected sections. This approach helped to clear and hand over many
sections in each lot to the contractor based on validation of full implementation of LARP by the
external monitor in his 1st Exetrnal Monitoring Report accepted /cleared by ADB in October 2020.

3.3 Overall summary of LARP implementation in all three lots.
17. Since the disbursement of compensation for land and assets by LAC of revenue department
progressed slowly due to disinclination of the unpaid DPs to show-up after resolving their issues and
issuance of corrigendum notifications under LAA by District Land Revenue Department remained
stuck, therefore, all concerned offices including Project Steering Committee have regularly been
approached by PMO for expediting LARP implementation during the reporting period. Despite
ensured and successive follow-up efforts, the progress on disbursements of land compensation etc.
remained very slow due to legal and administrative impediments faced by unpaid APs/DPs, however,
the PMO and PIC staff succeeded to document and record statements for most2 of the unpaid
APs/DPs having impediments as required under ADB’s guidance note on the unpaid compensation
for DP having legal and administrative impediments. Meanwhile due to Covid-19 pandemic out break
and frequent strikes by the revenue department staff caused delays in retrieval of compensation
payment data and issuance required corrigendum notification under various sections of LAA 1894 for
some land parcels in different mouzas/villages. Since issuance of the corrigendum notifications under
various sections of LAA to complete land acquisition is a time consuming job. Accordingly this IMR
is prepared for the period from January 2021 to June 2021 for confirming full implementation of LARP3
and seek further clearance of sections in the remaining mouzas/ structures not effected by the
pending corrigendum. The mouza, structure and RD wise compensation payment details with status
of LARP implementation shown as linear map have been included as Annexure-1 for all three lots
while lot specific break down of progress and linear maps are presented in chapter 4 of the report.
18. The table below indicates that by end of June, 2021 an amount of PKR 1004.28 million
(62.66%) of total amount of land compensation payable PKR 1,602.85 million has been disbursed to
12,855 (49.67 %) out of total 25,882 APs (principal acquaintance roll and inheritance mutation so far)
for land compensation of 219 (62.83 %) out of total 348.56 acres in 25 out of total 25 mouzas (villages)
in three lots of PHLCE project. Similarly, 655 (63.84%) out of the total 1026 APs received 18.46
(71.1%) out of total 25.97 million crop compensation amount of 219.78 acres crop land in the entire
mouzas of the project. Accordingly, 40 (35.40%) out of total 113 APs (so far) have been received an
amount of 1.47 (47.73%) out of total 3.08 million of trees compensation. The structure compensation
amount have also been received by 9 (56 %) out of total 16 DPs amounting 5.4 (77.2%) out of total
6.95 million in the affected mouzas of project. Overall status of disbursement of LARP (land and non-
land assets compensation and allowances) lot, mouza/ village and structure wise detail have been
given at Annexure-2 for lot-1, 2 and 3 respectively. While more details on compensation and
allowances disbursement have been provided in section 4 of this report for each lot separately. For
comparative analysis lot wise summary of compensation, disbursement and LAR impacts, (land,
Crops, Trees & Structures) progress of payments during reporting period (1st January 2021- 30th June
2021) are presented in the below Table 3.1, 3.2, 3.3, 3.4 & 3.5.
