their aspirations in terms of required amenities, infrastructure and
better environmental conditions, thus contributing to social and

services that the problems of municipal governments are likely to be solved. Our focus is to
create a greater consciousness about issues of Municipal Governance through the
professionals in the sector.
We are committed to the core to advance the knowledge of the principles and practice of
Local Governance, in order to strengthen and improve Local Government Institutions
by improving their performance through education, capacity building and bringing them
together for a common endeavour by organizing conferences, conventions and seminars.
As part of the above, the Institute has been collaborating with various Government
Departments, Universities, Research Institutions and other organisations, both Indian and
International.
Training comprises one of the core activities of AIILSG. Continued innovation and
up gradation of the curriculum and training methods has enabled the Institute deliver value
to all stakeholders over the years. We take pleasure in presenting this Training Calendar
2018-19. We welcome national and international urban practitioners to join us in this
ful lling journey of strengthening the local democracies through continued sharing of

Training Calendar 2018-19 All India Institute of Local Self-Government (AIILSG) IMessage from the Director General
All India Institute of Local Self-Government (AIILSG) is one of the
longest serving institutions dedicated to the cause of urban governance.
Its founders realized long ago that the Urban Local Bodies (ULBs)
tasked with the key role of providing services in our cities are pivotal in
the journey towards social and economic development in the country
and to realizing the dream of a better quality of life for future
generations. As a consequence, Shri C. D. Bar wala an Indian Civil

Service o cer felt the need to equip the elected representatives and
Director General o cials of the ULBs to perform their tasks better. erefore he
conceived of and set up AIILSG in 1926 to impart training and capacity
building as also to undertake research in related areas and thus emerge as
an in uential think tank in the area of urban local governance.
AIILSG has come a long way since its establishment. Now with a pan-India presence through
over 34 regional centres, the Institute is the steadfast friend, philosopher and guide to ULBs
across the country. It has forged alliances with a number of international institutions including
the United Nations and the World Bank. e Institute works with various ministries and
departments of the Union Government, most notably, the Ministry of Urban Development. In
addition to various state governments and urban local bodies all over India, AIILSG has linkages
with many universities and educational institutions. In recent years, the Institute has widened the
scope of its work to include the rural, tribal and co-operative sectors and now works with rural local
governance institutions too. It has undertaken several projects in the spheres of rural health,
education, disaster management and so on focusing on the under-privileged and vulnerable
sections of society.
Specilised Capacity Building & Skill Development Training is among the core activities of
AIILSG. Training holds special signi cance in the present context given India's big advantage
with her demographic dividend. Fifty percent of the population is below the age of 25 and
nearly 65 percent below 35. In 2020, India's average age could be 29 years against 37 years in the
case of China and 48 years for Japan. Clearly the advantage of a very large working population is
shifting in India's favour from other Asian countries. Realizing this, the government has
stepped up the focus on skilling in order to make this young population productive and
equipped to participate in nation building. AIILSG is keen to contribute to this national e ort
and is taking all steps in this direction. We are constantly looking to improve the reach of our
courses and making innovations to enhance the value that our courses o er to participants. is
Training Calendar for 2018-19 will tell you about the vast array of training programmes o ered
at our various centres across the country.

All India Institute of Local Self Government popularly known as
AIILSG an institute aimed at transforming urban policies and
management diversi ed its role considering the need of an hour for
training of the required personnel for urban local bodies and also for
other sectors by revamping its approach towards empowering the
youth by capacity building and developing skills through various
programmer for last 92 years.

and commitment for maintaining the standard by continuous
evaluation of trainees, develop and update the curriculum as per the need of the time, to develop
and undertake its own new training programmes, to introduce programs in various sectors with
the partnership of renowned Universities / Institutions, to prepare and provide reading and
other material for the trainees.
After shouldering the responsibility for conducting Sanitary Inspectors training programme
on the lines of Royal Sanitary Institute London throughout the country from 1959 as of now
the institute is conducting 10 regular self developed specialized courses, 3 modular based
integrated courses, 21 courses in collaboration with di erent universities, several need based
skill development programmes across the country and not last but the list stepping in to the
eld of cooperative sector to develop the skills among the member of management committees
for 90000 co- operative Housing Societies in the State of Maharashtra, so also in the sector of
Rubber Skill Development etc.
e regular courses of AllLSG are will designed keeping in view the job requirement and the
curriculum is introduced on approval by the academic authorities i.e. Governing Council,
Academic Council, Board of Studies of the institute and monitored Continuously.

All India Institute of Local Self-Government (AIILSG), established in 1926 has been actively working in the
eld of urban development management and is a diligent partner in promoting the cause of local governance in
India and overseas.
e Institute has been the steadfast friend, philosopher and guide to Urban Local Bodies (ULBs) across the
Country. For more than eight decades it has contributed to the principles and practice of urban governance,
education, research and capacity building. It has designed and developed a vast array of training literature and
courses and trained more than 1.5 million stakeholders in diverse areas of urban governance and urban services
delivery.
ese activities of the AIILSG are practiced through 34 regional centres located in di erent regions of the
Country. e Institute anchors the Regional Centre of Urban and Environmental Studies (RCUES) of the
Ministry of Urban Development, Government of India for Western India region. is Centre is actively involved
in building capabilities of municipal o cials, sta and elected members from the States of Goa, Gujarat,
Maharashtra, Rajasthan and the Union Territories of Diu, Daman, and Dadra & Nagar Haveli by upgrading their
knowledge and skills required for e ective administration and implementation of various urban development
programmes.
With a view to cater to the growing requirement of ULBs in regard to services, the AIILSG runs specialized
capacity building institutions such as the National Fire Academy, the Nrupur Institute of Nursing Science
and Research and the Centre for Environment & Disaster Management at Vadodara, PRUDA at Ahmedabad,
National Resource Centre for Urban Poverty, International Centre of EQUI-T, the Disaster Management
Cell and the Centre of GIS at Pune. It runs the Solid Waste Management Cell of the Government of Maharashtra.
In recent years, AIILSG has ventured into rural and tribal capacity building and hand holding of rural
institutions of self-governance.
In addition to the domestic activities, the Institute organises several tailor-made capacity building
programmes for various countries in South Asia, viz, Bangladesh, Nepal, Sri Lanka and in other regions,
including South Africa, thiopia, Indonesia, Malaysia, China, etc. e Institute has linkages with renowned
international organizations including UNCHS (Habitat), UNDP, UNICEF, UNFPA, WHO, DFID,
CITYNET, CLGF, US-AEP and the Ford Foundation. It is the anchor institution for Urban Management
Programme (UMP -UNCHS - Habitat) for South Asia.
Faculty
AIILSG's faculty comprises both in-house and external teaching sta members who are experts in their respective
elds and with vast experience. ey are drawn from among serving and retired civil servants, technocrats and
academicians, many with a research background.
Online Programmes
AIILSG centres including Mumbai, Bengaluru, Delhi, Ahmedabad, Nashik and Vadodara have fully equipped
integrated systems with all the necessary equipment to conduct online programmes. e centres are CAT certi ed
to conduct the online programmes and examinations. e Institute has successfully conducted prestigious online
exams like Sta Selection Commission (SSC), Indian Council of Agricultural research (ICAR), ICICI Bank,
Bank of Baroda, Microsoft, NTPC, HAL, TISS, SBI online training and many more events through Merit
Trac, TCS, Eduquity & Sify.
Training Calendar 2018-19 All India Institute of Local Self-Government (AIILSG) IVNational Recognitions
1. e Institute is empaneled by the MoUD, Government of India in 2015 for preparation of DPRs for SWM and for
technical support to ULBs for water supply, sanitation, sewerage and drainage systems under Swachh Bharat Mission.
2. AIILSG is empaneled by the Ministry of Urban Development (MoUD), Government of India in 2015 as a
consultant to assist various states in preparing their proposals for the Smart Cities Challenge.
3. Government of Gujarat has recognized AIILSG, as strategic partners for Water Supply in Vibrant Gujarat 2013.
4. Gujarat Knowledge Society (GKS) of Government of Gujarat appointed AIILSG, as Institute Training
Partner vide MoU dated 27th August, 2010.
5. Executive Director, AIILSG, Bhubaneswar is member of committee constituted by Odisha State Urban
Development Agency (SUDA) to implement IEC activities with regard to all the projects assigned to SUDA
vide letter no 65 dated 16/02/09. ED, AIILSG, Bhubaneswar was a contributing panel member in drafting
committee for preparing guidelines for establishing community/public toilets in ULB s of Odisha.
6. AIILSG, has been appointed as a recognized training institute by Department of Urban Development,
Government of Gujarat vide circular no. TLM-112007/S.F.67/R dated 6/09/2007.
7. AIILSG, has been recognized as Centre for training job oriented courses by Local Self-Government
Department, Jaipur, Rajasthan vide letter No. (G)/Ka/SME/ELB/07/6860 dated 26/06/07.
8. AIILSG-RCUES has been recognized as National Resource Centre on Urban Poverty under GoI-UNDP project
on National Strategy for urban poor vide circular no N-11024/3/2005-NSUP-UNDP/UPA-III.
9. AIILSG, is a member of State Urban Development Agency (SUDA) vide GMFB letter no.

10. National Fire Academy has been recognized by Urban Development Department, Mantralaya, Mumbai,
Maharashtra Government vide letter No. FFS/16-2002/126 dated 9th September, 2002.
11. Government of India recognized AIILSG as national training institution vide its directory of training
institutions published in October 1999.
12. AIILSG, has been recognized as an educational institute by Government of Madhya Pradesh vide letter No.
3698A dated 20-9-95.
13. AIILSG, Ahmedabad has been recognized as the regional center of AIILSG, Mumbai by Government of
Gujarat vide Resolution no. MUN-3873/236-Q dated 6thMay 1974.
14. Tamil Nadu Urban Infrastructure Financial Services Ltd (TNUSPL) has empaneled, PRUDA-R&D

International Recognitions
1. AIILSG is felicitated with the prestigious RISK Award 2015 which is a joint initiative of e United Nations
O ce for Disaster Risk Reduction (UNISDR), Global Risk Forum, Davos and Munich Re Foundation,
Germany. AIILSG International Center of EQUI-T's global innovation 'Community Self-Assessment and
Planning with Women's Participation for Disaster Risk Reduction of Vulnerable Communities' was ranked
rst in the world for the RISK Award 2015 among 145 entries from 62 countries.
2. World bank, on behalf of Cities Alliance, Government of Maharashtra and AIILSG has entered into partnership
for transformation of Mumbai into world class city as per partnership agreement signed on 07/05/2005.
3. AIILSG has been recognized as the Project Executing Agency for Participatory Strategies for Indian
Municipalities by GTZ vide contract no 81045572 dated 02.05.2001.

Regional Centre for Urban and Environmental Studies, Mumbai (RCUES)
e Regional Centre for Urban and Environmental Studies (RCUES) for the Western India Region was established at
AIILSG, Mumbai in 1968 by the then Ministry of Health, Family Planning and Urban Development (now the Ministry of
Urban Development- MoUD), Government of India (GOI). It is recognized as a National Training Institute (NTI) by the
MoUD, GoI.
e Centre is actively involved in strengthening capacities of municipal o cials and elected representatives from the States of
Goa, Gujarat, Maharashtra, Rajasthan and UTs of Diu, Daman, Dadra & Nagar Haveli in Western region and the States of
Assam and Tripura in North East Region. It provides research, training and advisory support to the State and Local
Governments for e ective implementation of various policies, programmes and missions for improving urban governance.
International Academy of Urban Dynamics (IAUD)
e IAUD has been conceptualised and set up at the AIILSG with a view to support countries and cities and their stakeholders
in their decisions towards a bright urban future.
e Academy o ers strategic contribution to urban vision, policy and planning across countries and cities through multi-level
research, documentation, debate, advocacy and capacity-building. It aids the crafting of innovative solutions to urban challenges
through sharing, networking, dissemination and advisory services.
National Fire Academy
In view of the challenges posed by rapid urbanisation in the areas of re and safety, AIILSG set up the National Fire Academy
atVadodarainl999
Realizing the urgent need for trained manpower to meet the growing hazard of re, the NFA designed appropriate courses for
middle level and senior level personnel at its centre. e NFA conducts regular courses for remen, sub- re o cers & driverscum-
operators. It also o ers training in re prevention and safety. ese courses are recognised by various state governments.
Nrupur Institute of Nursing Science and Research (NINSR)
In light of the critical role played by trained and well-quali ed nurses in the healthcare sector, and the growing need for such
personnel, the AIILSG established this specialised nursing academy in Vadodara in 2004.
e Nrupur Institute of Nursing Science and Research o ers the popular General Nursing and Midwife ry(GNM) course, the
Post Basic B.Sc. Nursing and Auxiliary Nursing Midwife Course. Special capsules impart English language skills, computer and
IT knowledge.
National Resource Centre on Urban Poverty (NRCUP)
In 2005, the then Ministry of Urban Employment and Poverty Alleviation, Government of India jointly with the United
Nations Development Programme (UNDP) set up the NRCUP under the Project 'National Strategy for the Urban Poor'. It is
anchored by the RCUES of AIILSG.
Its objective is to enhance the understanding of the multiple dimensions of urban poverty and the various types of vulnerabilities
that the urban poor face, and to provide inputs to the Government of India. It undertakes critical review of policies and
programmes, study of urban poverty schemes, preparation of state and city pro les and development of innovative nancing
programmes for poverty alleviation.
International Centre of Equity and Inclusion for Transformation (EQUI-T)
AIILSG's equity, inclusion and poverty alleviation related initiatives are anchored at its International Center of EQUI-T which
was established in 2012. International Center of EQUI-T builds on the rich inheritance from All LSG's learnings generated
since 1926.
Planning and Resources on Urban Development A airs (PRUDA)
Established in July 2004, PRUDA is the R&D wing of the AIILSG. Its projects include urban planning,urban governance &
reforms, urban poverty, urban environment and urban disaster management.
Other Special Institutions
Other arms of the AIILSG play important roles and work towards the Institute's objectives. Some of them are: Environmental
Protection Research Centre (EPRC) at Vadodara, Disaster Management Centres at Vadodara and Pune, Computer Centre for
IT Education.
