                                                                       Catalonia is one of the leading clusters in the field of cultural and
                                                                       creative industries in Europe. The future of this sector is, therefore,
                                                                       closely linked to the future of our country and to the opportunities
                                                                       open to us.

                                                                       The success of our cultural and creative companies will be a deter-
                                                                       mining factor in enabling our voices to continue to be heard around
                                                                       the world. In this way, we will facilitate the country’s move towards
                                                                       a model of intelligent, sustainable and integrative growth, while
                                                                       demonstrating that these activities drive progress and development.
                                                                       They are similarly one of our best tools for strengthening our national
                                                                       identity in the area of creative and innovative ideas.

                                                                       It is, however, not yet possible to quantify creativity in the absence
                                                                       of an adequate unit of measurement. What we can evaluate though
                                                                       are its effects, the result of creative processes once converted into
                                                                       tangible realities. It may seem cold to look at the figures when we are
                                                                       dealing with cultural issues, but these are absolutely essential for the
                                                                       definition of fields and as a way of describing traditionally inaccurate
                                                                       profiles within the creative environment as well as its relationship
                                                                       with society.

                                                                       Only through detailed knowledge and accurate data is it possible to
                                                                       trace the paths that we need to tread in order to successfully over-
                                                                       come the challenges we face. Challenges that we must learn how to
                                                                       convert into opportunities, such as the internationalisation of markets
                                                                       and audiences, the natural outlet for endogenous talent, the holistic
                                                                       view of the value chain, as well as a commitment to the professiona-
                                                                       lization and industrialisation of creators and cultural SMEs.

                                                                       We will, thereby, be generating a greater and deeper knowledge
                                                                       of the creative and cultural business area. These solid reference
                                                                       points relating to a field that, by definition, is constantly evolving are
                                                                       the elements that will allow us, collectively, to continue to occupy a
                                                                       prominent place on the world map of creativity and, as a result, on
                                                                       that of those countries able to link culture and progress.

More employment and a larger public. Two objectives that, each
day, guide the work of the Directorate-General for Creation and
Cultural Companies of the Ministry of Culture, which focuses
all its efforts on furthering culture in the professional sphere.
To speak of employment is to speak of the artists and all the
professionals in the performing arts, visual arts, audiovisual
media, music, literature and all those sectors such as digital
media or architecture that incorporate themselves into the
working dynamics of the Ministry of Culture. The effort made
in adapting all lines of support to the needs of the moment in
which we live must translate into greater capacity for creators
in Catalonia when bringing their projects to fruition and making
them accessible to society.

The policies aimed at promoting access to cultural activity
must result in an improvement in the numbers attending the
public and private facilities located throughout Catalonia. ‘The
public’ is not just a one-sided, one-way concept. Each cultural
activity has, by definition, an audience to which it transmits its
content and from which, at the same time, it receives an active
response. Only if we understand that the public is not a passive
subject but rather a key element in a circular process that comes
back to the creator can we begin to appreciate in just measure
the quantitative data available on the number of spectators,
readers and users.

This document summarises, on the one hand, data that allow
us to analyse, in the most up-to-date way possible, the situation
in which Catalonia’s creative and cultural sector finds itself.
On the other hand, it gives a summarised explanation of the
lines of public support for each of the links in the value chain
of the professional field of culture. They are new relations with
creation, new ways of working with the public culture network,
new funding tools for private entities, a new structure for
strategic trade fairs and markets and new activities to work with
the public in achieving our two objectives.

       The national theatre and music facilities are a network of public facilities, ensuring quality
       standards and resource optimisation for cultural activity in the region. They head the Public
       Theatre and Music Facilities System of Catalonia. The purpose of these facilities is to
       contribute to the regional balance of Catalonia and act as a factor for cultural and economic
       development and social cohesion.
