                            02 Feb   For every rupee in government kitty, 64 paise come from taxes
                           According to the Union Budget 2020-21, goods and services tax collections will contribute 18 paise in
                           every rupee revenue.

       POINTS TO NOTE

               Corporation tax will contribute 18 paise to each rupee earned.
               The collection from borrowings and other liabilities will be 20 paise, while income tax will yield 17 paise to every rupee
               collection.
               The government intends to earn 10 paise from non-tax revenue like disinvestment, 7 paise from Union excise duty, 4
               paise from customs duty and 6 paise from non-debt capital receipts out of every rupee collection.
               On the expenditure side, the biggest outlay component is the states' share of taxes and duties at 20 paise, followed by
               interest payment at 18 paise.
               Expenditure on central sector schemes will be 13 paise, while the allocation for centrally-sponsored schemes will be 9
               paise.

                            02 Feb   Budget 2020 | Finance Minister proposes ‘taxpayer’s charter’ to boost trust
                           The charter, which would enumerate taxpayer’s rights, would be incorporated in the Income Tax Act
                           through suitable amendments.

       POINTS TO NOTE

               The charter, which would enumerate taxpayer’s rights, would be incorporated in the Income Tax Act through suitable
               amendments.
               A provision for e-appeal has also been included as part of the drive to impart greater efficiency, transparency and
               accountability to the assessment process.
               With the aim of doing away with human interface from the system, the e-appeal scheme, on the lines of e-assessment
               scheme, would help in “eliminating the interface between the Commissioner (Appeals) and the appellant in the course
               of appellate proceedings to the extent technologically feasible.

                            05 Feb   'Vivad se Vishwas' scheme offers fair deal to settle past direct tax disputes: CBDT chief
                           In case it is just the interest and the penalty which is in dispute, the taxpayer will have to pay 25 per
                           cent of the disputed amount till March 31, and subsequently, it will be 30 per cent.

       POINTS TO NOTE

               Central Board of Direct Taxes (CBDT) Chairman P C Mody on Tuesday said the direct tax dispute resolution scheme
               offers a fair deal to settle pending tax disputes as he urged people to come forward and avail the plan.
               In the "Vivad se Vishwas' scheme taxpayers whose tax demands are locked in dispute in multiple forums can pay due
               to taxes by March 31, 2020, and get a complete waiver of interest and penalty.
               If a taxpayer is not able to pay within the March 31 deadline, he gets a further time till June 30, but in that cas,e he
               would have to pay 10 per cent more on the tax.

                            06 Feb   DCGI approves restricted use of anti-HIV drugs for novel coronavirus
                           Apex health research body Indian Council of Medical Research (ICMR) had sought an emergency
                           approval from the DCGI for the usage of two medicines.

       POINTS TO NOTE

               Indian Council of Medical Research (ICMR) had sought an emergency approval from the DCGI for the “restricted use” of
               the combination of two medications — lopinavir and Ritonavir
               India has reported three confirmed cases of nCoV so far from Kerala.
               A Group of Ministers (GoM) has been formed to review, monitor and evaluate the preparedness to contain the deadly
               nCoV infection in the country.

                            04 Feb   India evacuates Maldivians, Bangladesh citizens from Wuhan as part of neighbourhood first policy
                           China not only took four days to allow permission for evacuation but also reportedly expressed
                           displeasure over the advisory India issued this asking its citizens to refrain from travelling to China in

               A total of 647 Indian citizens including 282 students have been evacuated by special Air India flight from Wuhan.

               Corona Virus outbursted in Wuhan province of China and till then 350 have died due to it.

                            04 Feb   Kolam contest enters Asia Book of Records
                           A 'kolam' drawing contest in Coimbatore, Tamil Nadu has made it into the Asia Book of Records.
                           Hundreds of students created 510 unique 'kolams', the traditional art of designs done with powder.

       POINTS TO NOTE

               The record was set by the Avinashilingam Institute for Home Science and Higher Education for Women.
               The event was organised by The Hindu Group and Tata Tea Chakra Gold
               The designs for the kolams were chosen by the university from 1,302 submissions.
               10 designs selected in The Hindu's kolam contest were also recreated by the students.

                            05 Feb   Ministry of Culture developed three Virtual Experiential Museums
                           These museums are Man Mahal at Varanasi, Ajanta Caves at National Musuem, Delhi and Humayun
                           Tomb in Delhi.

       POINTS TO NOTE

               As of 2016 Ministry of Culture was given the task to develop at least 50 Virtual Museum.
               Ministry of Culture also proposes to set up a National Virtual Experiential Site Museum at Vadnagar, Gujarat.
               Ministry of Tourism under its schemes of ‘Swadesh Darshan’ and ‘Development of Iconic sites’, has developed tourism
               infrastructure at various heritage destinations.
               The primary objective is to develop the identified destinations as benchmark tourist destinations in terms of
               comprehensive development of infrastructure & services.

                            02 Feb   Budget 2020: Non-taxpaying NRIs to be taxed in India, says FM
                           The Union Budget 2020 has now proposed to introduce a deeming provision that every Indian citizen
                           who is not liable to tax in any other country, by virtue of his domicile or residence, shall be deemed as
                           a resident of India. Consequently, his global income would be taxable in India.

       POINTS TO NOTE

               At present, if an Indian or a person of Indian origin managed his stay in India such that he remained a non-resident in
               perpetuity, he was not liable to pay tax on his global income in India.
               Tightening the residency provisions, the Budget also proposed to reduce the period of stay in India to 120 days from
               182 days earlier for persons of Indian origin (PIOs) to be categorised as non-resident Indians (NRIs).
               The Budget also proposes to rework the definition of "not ordinarily resident" in India, if the individual has been a
               non-resident in India in 7 out of 10 previous years preceding that year. Earlier for an individual to be considered "not
               ordinarily resident", he/she had to be a non-resident in India in 9 out of 10 years.
               The new provision will adversely impact High Networth Individuals using the domicile mechanism to evade tax
               globally.

                            03 Feb   Somalia declares massive locust infestation a national emergency
                           The locust swarms are the result of extreme weather swings, and Somalia's declaration the first
                           country in the region to do so is aimed at boosting national efforts in tackling the hungry insects.

       POINTS TO NOTE

               The Food and Agriculture Organization (FAO) has termed the locust emergency of Somalia as “worst situation in 25
               years” in the Horn of Africa.
               The emergency declaration was made to focus efforts and raise funds because it was critical to contain the locust
               swarms before harvests are due in April.
               According to the Regional Food Security and Nutrition Working Group, East Africa is already experiencing a high
               degree of food insecurity, with over 19 million people facing acute hunger.

                           He was impeached by the House for conditioning $391 million in military assistance to Ukraine and a

               President Donald Trump was impeached on two articles of impeachment abuse of power and obstruction to Congress
               Opposition Democratic party accused the Republican-dominated Senate of ignoring the facts, the will of the American

                            08 Feb   Chinese whistleblowing doctor dies of coronavirus
                           Li Wenliang, an ophthalmologist at a hospital in Wuhan, the city at the epicentre of the outbreak, was
                           one of eight people reprimanded by Wuhan police last month for spreading “illegal and false”
                           information about the coronavirus.

       POINTS TO NOTE

               He was the whistleblower of the virus way back in December last year when it first emerged in Wuhan, the provincial
               capital of China's central Hubei province.
               Overall 564 people have died in China due to the virus and 28,018 confirmed cases have been reported from 31

                            08 Feb   Haryana launches Rs 1500 crore Mukhyamantri Parivartan Yojna
                           Annual financial assistance of Rs 6000 will be provided to those families in the State whose annual
                           income is upto Rs 1.80 lakh and land holding is less than 5 acres so that premium of various welfare
                           schemes of the Central Government, pension scheme and crop insurance could be paid
                           automatically from the bank accounts of the needy families.

       POINTS TO NOTE

               The financial assistance of 6000 will be provided under 3 equal instalments of 2000 each.
               This will benefit the BPL families of the Haryana state.
               The transfer of the assistance will be done through DBT system
               The premium of various welfare schemes of the government which are being given to the beneficiaries family out of
               the financial assistance of Rs 6000 included Pradhanmantri Jeevan Jyoti Bima Yojna, Pradhanmantri Jeevan Suraksha

                            02 Feb   Budget 2020: Sitharaman proposes National Technical Textile Mission at Rs 1,480-crore outlay
                           The government plans to set up project preparation facilities for infrastructure sector and a national

               Digital refund of duties and taxes of centre, states and local bodies to exporters will be allowed from this year.
               Sitharaman noted that a Rs 103 lakh crore infra project pipeline has been launched in December.
               Delhi-Mumbai Expressway will be completed by 2023 and Chennai-Bengaluru Expressway will be launched, the
               minister added.

                            02 Feb   Budget 2020 | 100 more airports to be developed by 2025
                           Finance Minister Nirmala Sitharaman on Saturday said 100 more airports will be developed by 2025
                           to support the UDAN scheme.

       POINTS TO NOTE

               150 trains will run under the public private partnership (PPP) mode, also four stations will be redeveloped with the
               help of the private sector. Besides, the Minister promised more Tejas type trains to connect tourist destinations.
               A proposal for setting up large solar power capacity alongside rail track is under consideration.

                            02 Feb   Increase in investment limit of FPIs in corporate bonds from 9 per cent to 15 per cent
                           She also proposed debt-exchange traded funds comprising mainly government securities, while
                           stating that Rs 22,000 crore has already provided as support to infrastructure project pipeline.

               To address liquidity constraints of NBFCs and housing finance corporations, partial credit guarantee scheme will be
               launched by the government. A scheme will be introduced to provide subordinate debt for entrepreneurs of MSMEs.
               The government has asked the RBI to extend debt restructuring window for MSME by a year to March 31, 2021.
               A National Recruitment Agency will be set up for conducting common online eligibility tests for recruitment to non-
               gazetted posts.

                            02 Feb   International bullion exchange to be set up at IFSC in GIFT City: Finance Minister
                           This will enable India to enhance its position worldwide, create jobs, and will lead to better price
                           discovery of gold.

       POINTS TO NOTE

               The country's only International Financial Services Centre (IFSC) is in GIFT City near Ahmedabad in Gujarat.
               IFSC has the potential to become a centre of international finance and high end data processing, the minister added. It
               has 19 insurance entities and 40 banking entities. IFSC has also provided for setting up of precious metals testing
               laboratories and refining facilities.
               This announcement is in line with Prime Minister Narendra Modi's vision that GIFT City would become a price setter in
               some of the world's largest traded instruments in the next 10 years.
               V Balasubramaniam, MD and CEO of India International Exchange said they are keen to set up the international
               bullion exchange at GIFT IFSC.

                            02 Feb   Budget 2020: LIC to go public
                           Government plans to sell a part of its stake in the entity through an initial public offering (IPO) and
                           raise funds.

       POINTS TO NOTE

               Listing of companies on stock exchanges discipline a company and provides access to financial markets and unlocks
               its value. It also gives (an) opportunity for retail investors to participate in the wealth so created.
               The government owns 100% stake in LIC, which was set up in 1956 and remains the country’s largest state-run insurer.
               LIC increased its share of the first-year premium income in the first nine months of this fiscal, rising to 70.52% from
               66.24% recorded in 2018-19.
               The latest development comes close on the heels of the Union government’s announcement Monday to invite bids for
               100% stake sale of national carrier Air India.

                            02 Feb   No more double taxation on dividends
                           Centre removes 15% tax plus applicable surcharge and cess on dividends, currently paid by
                           companies.

       POINTS TO NOTE

               This would come as a relief for companies and capital market participants who have been lobbying hard for the
               removal of DDT at the company level, which, they felt led to double taxation as such payouts are also taxed at the
               investor level.
               Currently, companies are required to pay 15% tax plus applicable surcharge and cess on the dividends.

                            02 Feb   Budget 2020: Centre kicks off immunity scheme to settle income tax disputes
                           Under the proposed scheme, one is required to pay only the amount of the disputed tax on doing so,
                           you get complete waiver of interest and penalty, provided the payment is by March 31.

       POINTS TO NOTE

               For a disputed penalty, where interest and fee are not connected with the disputed tax, one is required to pay only 25
               per cent of this total for settling the dispute.
               If paying after March 31, one shall be required to pay 110 per cent of the disputed tax (the excess 10 per cent shall be
               limited to the amount of related penalty and interest, if any) and 30 per cent of penalty, interest and fee.
               This scheme is a replica of the Sabka Vishwas (Legacy Dispute Regulation) Scheme, 2019 (SVLDRS) for indirect tax
               litigation. The hope is that this would unlock revenue blocked in long-drawn litigation at various forums.

                            05 Feb   Govt ready with e-bidding platform for disinvestment
                           With strategic sale of several public sector companies, including Air India and oil marketing company
                           BPCL entering critical phase, the platform will also help address concerns of government
                           officials, who have been wary of action in the future, in case some issues come up in the future.

               The platform is designed by MSTC which will enable the state-run companies to file their bid and secure it with
               encryption.

               The LIC and IDBI will also see some kind of disinvestment following an announcement in the Budget 2020 by Finance
               Minister Sitharaman.

                            05 Feb   ‘10% TDS only on MF dividends’
                           Under the proposed section, a mutual fund shall be required to deduct TDS @ 10% only on dividend
                           payment and no tax shall be required to be deducted by the mutual fund on income which is in the
                           nature of capital gains.

       POINTS TO NOTE

               It is clear that the 10% TDS would only be levied when dividend income exceeded ₹5,000 in a financial year.
               The Central Board of Direct Taxes (CBDT) issued a clarification, after the concerns whether the 10% TDS would be
               applicable only on the dividend or whether any capital gains arising at the time of redemption would be taxed.
               The government has clarified that mutual fund houses must deduct 10% tax at source (TDS) on dividends.

   MOU'S / AGREEMENTS

                            07 Feb   Cognizant's D'Souza signs off, Bali to join as independent director
                           The other founder, Kumar Mahadeva, who served as the CEO for the first five years, retired from the
                           board in 2003.

       POINTS TO NOTE

               D’Souza was the last of the three Indian and Indian origin co-founders of Cognizant.
               The Teaneck, New Jersey-based IT services firm also announced the appointment of Vinita Bali to its board as a new
               independent director.
               Cognizant said it posted a net profit of $395 million for the fourth quarter ended 31 December, down 39% from $648
               million in the year-ago quarter.
               In 2020, Cognizant will double its investment in Cognizant Academy and plans to hire or re-skill around 25,000
               resources.

       The bank, staggering under the weight of soured loans, has been plagued by worries about its asset quality and uncertainty

       Yes Bank, led by Chief Executive Officer Ravneet Gill, has lost more than 80 per cent of its market value in the past year on
       concerns about its ability to raise funds.

                            08 Feb   RBI to conduct long-term repo operations for Rs 50,000 crore
                           The operations date is announced a day after the RBI’s monetary policy wherein it said long-term
                           repos aggregating up to Rs 1 lakh crore will be conducted in tranches from mid-February to ease
                           liquidity in the system.

       POINTS TO NOTE

               The RBI move is aimed at providing cheaper money to banks at the repo rate and, thus, improve liquidity in the
               banking system.
               The Reserve Bank of India (RBI) will begin the first tranche of its long-term repo operations on February 17 with three-
               year repo of Rs 25,000 crore, followed by another on February 24 for an equal amount.
               The repo operations are of short-term, usually of overnight, wherein banks can borrow money from the RBI at the
               prevailing repo rate.
               The minimum bid amount would be Rs 1 crore and multiples thereof. There will be no restriction on the maximum
               amount of bidding by individual bidders.

                            08 Feb   NASA astronaut Christina Koch returns to Earth after record mission
                           American astronaut Christina Koch, who led the first all-female spacewalk in 2019, landed in
                           Kazakhstan after a record stay on the International Space Station, ending a 328-day mission
                           expected to yield new insights into deep-space travel.

               She was also part of the first all-female spacewalk with fellow NASA astronaut Jessica Meir.
               Christina Koch earned the new world record for the longest single spaceflight in zero gravity by a woman earlier on

               space from 2016-2017.

               Javelin Joint Venture (JJV), a partnership of two US-based defence majors Raytheon and Lockheed Martin, has signed
               an MoU with Indian PSU Bharat Dynamics Limited (BDL) to explore co-production of Javelin anti-tank guided missile
               system.
               The agreement was signed between JJV and BDL at DefExpo, India's biennial defence exhibition held at Lucknow.
               The possibility of manufacturing Javelin in India emerged after this agreement.
               Javelin's optimized trajectory, automated guidance and high penetration capability provides "unparalleled"
               performance against heavy and light armour, as well as “soft” and "irregular" targets in all weather conditions and
               geographic regions.

                            08 Feb   Larsen and Toubro sign MoU with ideaForge to offer UAVs for defence usage
                           These two companies will also offer anti-drone solutions to counter the threat of "malicious or
                           unintended" usage of drones.

               Construction and defence major Larsen and Toubro (L&T) signed a memorandum of understanding with drone
               company ideaForge here on Friday to offer unmanned aerial vehicles (UAVs) for defence usage.

               drones.
               Both the companies will combine their strengths to offer hi-tech, integrated drone solutions to enhance security and

                           The statement mentioned the date of cessation as 31st January, and did not share reasons for
